This follows a general guideline on the order and progression of the beginner & elementary level English language concepts for English language learners of all ages and levels: educated, SIFE, and otherwise.
A bit about me: I have taught English as a language for over 14 years, using curriculums that align with both CEFR and ELPS (Texas). I am not familar with WIDA.
I have seen books and curriculum that teach these concepts in various ways. Some teachers prefer to teach the simple present tense before can. Some prefer going+to before the present continuous. All of that is okay, and I have notes and ideas on why you may want to teach one skill before or after the others. Sometimes, the order is not important. Sometimes, it is.
